Is your connection a channel on the domain?
Otherwise, you could disable the pubilc content module.

if it is just a few individuals on that domain causing the problem, there is the Superblock app. If it installed, when you click on their avatar, you should get a Block Completely menu item.

I would guess that the various filter options only look at the content, but that is only a guess. It would be easy enough to try it and see what happens.

The admin of a hub (you, if it is your own hub) can blacklist, or even whitelist only, specific domains/servers (and much more filters, e.g. based on text, language, etc.).
Unfortunately, these options are not available on individual user level. Here, your options are to filter (text, language, etc.) or to superblock, but only on a per-contact-basis (Yes, a superblocked user is a "contact"...). Superblock is an add-on (at least to my latest knowledge) that needs to be activated for the whole hub by the admin and then activated by each user.
